Property fraud is one of the biggest fears for anyone buying or renting in Lahore — and honestly, it’s a valid fear. Fake owners, forged documents, and double-sold plots are real problems in this market. The good news is that most fraud is preventable if you know exactly what to check before you hand over any money. Here’s the checklist we walk our own clients through.
If You’re Buying
1. Original Title Documents
Ask for the original registry, mutation (intiqal), or allotment letter — not photocopies. In DHA or Bahria Town, this usually means the transfer letter/membership file from the society itself.
2. Fard-e-Malkiat (Record of Rights)
This is the official ownership record from the Land Revenue Department. It confirms the seller is legally the current owner, and shows if there are any liens, disputes, or pending loans against the property.
3. No Objection Certificate (NOC), Where Applicable
For housing societies, confirm the property has a valid NOC and isn’t part of an unapproved or disputed development. This matters a lot in Lahore given how many societies have faced regulatory issues over the years.
4. CNIC Verification of the Seller
Confirm the seller’s CNIC matches the name on the ownership documents exactly. If you’re dealing with an attorney or representative instead of the owner directly, ask for a registered power of attorney, not just a verbal claim.
5. Society Dues Clearance Certificate
Especially in DHA and Bahria Town, confirm there are no pending maintenance dues on the property before finalizing — unpaid dues can sometimes transfer with the property.
If You’re Renting
1. Proof the Landlord Actually Owns the Property
Ask to see the ownership document or at minimum the CNIC matching the name on the utility bills. This sounds basic, but it’s the single most skipped step that leads to rental scams.
2. A Written Rent Agreement
Never rely on a verbal agreement, no matter how trustworthy the landlord seems. A proper rent agreement should include:
- Monthly rent amount and due date
- Security deposit amount and refund terms
- Duration of the lease
- Who’s responsible for maintenance and repairs
- Notice period for either party to end the agreement
3. Utility Bills in the Owner’s Name
Cross-check recent electricity, gas, or water bills against the name on the ownership documents — a quick way to catch a mismatch early.
4. Receipt for Advance Payment
Always get a signed, dated receipt for any advance or security deposit you pay — never hand over cash without one.
A Few General Red Flags to Watch For
- Pressure to pay quickly “before someone else takes it” — a classic urgency tactic
- Reluctance to show original documents, only copies
- Price significantly below market rate for the area — often too good to be true
- Dealing only through a “representative” who can’t produce documented authority
